Scammer
It is reported that this lady is using one of the oldest scam tactics in the online dating industry. She is telling guys she needs money to get a tourist or visitor visa to come see them.
It is almost impossible for a Filipina Lady to get a tourist visa to come to the USA.
I'm not a visa expert, but by far the vast majority of filipina ladies who come to the U.S. do so on a financee visa, not a toursit visa.
Please use common sense and don't let your hormones dictate your actions. Please read my Dating Tips.

If you care to know my opinion on this matter, it is you never send money during the get to know each other stages of a relationship, nor should a true lady ask for it.

Only after two people had a chance to get to know each other and you are certain that there is love should expenses be discussed. If marriage is in the air, most Filipina would need help with the visa expenses involved for a fiancee visa, not tourist visa.
Granted, during the early stages some may help with postage expenses or even internet cafe expenses, but these are minor. It is when a lady ask for major financial help during the get to know each other stage that should cause an alarm to go off.
Some typical scam stories are:
I need help for school, to graduate, buy books, finish my schooling etc.
My father, mother or some family member needs medical help.
My brother, father, or some family member needs legal help.
We need funeral money to bury a family member.
If we don't pay our taxes, house payment, etc, we will have to live in the streets.
The list is long. The key is not to send money and use common sense.
If you suspect that any member photo is not the real thing, ask them if they would mind taking a photo with their name written on a piece of paper. In turn you can do the same.
My point is, common sense is your best weapon. If you do decide too send money to a lady you do so at your risk and judgment. I can't, nor can anyone else, determine for you if the lady is being honest or not. The best advise I can give, is give it time and don't confess love only after a few emails.
